Tauranga City Council Meeting: A Lesson in Proper Procedure

Yesterday, Tauranga City Council provided a clear example of how local government should operate by following proper procedures during their monthly meeting. The council faced a contentious issue regarding the removal of a bylaw related to boat parking fees. The matter was debated extensively, leading to a split vote among the councillors. In the end, the majority voted to remove the bylaw.


What stood out in this process was the council's adherence to standing orders, particularly the handling of a motion to "lie on the table." This procedural move, which allows for a pause in decision-making, was respected and duly followed by the council, showcasing a commitment to proper governance. Contrast with Ruapehu District Council: A Disturbing Departure from Procedure


In stark contrast, 27th September 2023 meeting at the Ruapehu District Council (RDC) highlighted a troubling disregard for established procedures. During the meeting, six of the nine RDC councillors voted to let a motion "lie on the table," a move that should have taken precedence over the original motion on the agenda. However, Mayor Weston Kirton and CEO Clive Manley chose to ignore this majority decision, proceeding with the original agenda item in direct violation of standing orders.





This blatant disregard for council rules and the will of the majority raises serious concerns about the governance practices at RDC. The councillors, visibly frustrated, were seen shaking their heads in disbelief as the mayor and CEO pushed forward with their agenda, effectively silencing the voices of the elected representatives. The Importance of Adhering to Standing Orders


Standing orders exist to ensure that council meetings are conducted in a fair and orderly manner, respecting the democratic process and the voices of all elected representatives. When these rules are ignored, as seen in the Ruapehu District Council meeting, it undermines public trust and raises questions about the integrity of the council’s leadership.


In contrast, Tauranga City Council’s adherence to proper procedure serves as a reminder of the importance of following these rules. It demonstrates that even in the face of divisive issues, respecting standing orders is crucial for maintaining transparency, accountability, and public confidence in local government.


As ratepayers and residents, it is essential to remain vigilant and hold our elected officials accountable when they fail to follow the rules that are meant to govern their actions. The differences between Tauranga and Ruapehu councils highlight the impact that leadership and respect for procedure can have on the democratic process.
